Routine Name:	tweakalpha

Description:	Allows one to fill the A and B tables of a tabchannel
		with values of the rate constants alpha and beta, and
		then convert them to the proper values A = alpha and
		B = alpha + beta.

Usage:		tweakalpha channel-element gate
		gate	X, Y, or Z

Example:	tweakalpha K_mit_usb X
